Yes, more or less. Minecraftblock0 is working on parts of the West Line - last I spoke to him (last night), he was going to fix the section between Spawn and West Central. After that, he had already renovated quite a bit.
I have renovated and reopened the main arm of the North Line. No return on that yet though - it's just straight out.
The line from spawn to West Central station, then on to the Mothership, then on to Yonmino's/Tacospwn's has been completed and is open for traffic. The line going north from Yon's to the animal farm has been completed and is open, but rarely used by anyone but me.
The line going west from Yon's station to Blinkys (and points beyond) has not been started yet.
