I would also recommend you put a sign in front of their houses, in case they don't read the forums.
What? I am sorry... but this is not a good idea, Hotmage. You have to realize not everyone can log on every day....some might just be on holiday or have a non-working computer at the moment. Besides, I would think that having MORE structures would lend to the "wow factor" of living in a city like yours. If i were you, I would just continue to expand the city.... its not like we are short on space on the world map (yet). Just my opinion, though.... :/

I agree, yes people can't be on all the time, and that people should not be forced to play. However, in order to stop a town becoming a ghost town, houses that are unused have to be removed so that new life can enter the town.
Otherwise you end up with a cobblestone sprawl of empty buildings. Some of the users there have been long gone, or banned even.
So place a sign upon the house. And Wait a week, or two. I suggest one and a half weeks. That is a reasonable time.
This is what we do with the spawn in order to stop it becoming abandoned. You keep it active.
However not all structures should be removed. Removal of common cobblestone structures is fine. But those buildings which are very unique should be left, and converted to a public structure.
That's a good point Aconan, I think Toast Town is going to have to suffer some demolition as well. Quite a few ghost homes.
This thread was very helpful. I (accidentally) started a town (two towns's, really) and there's around six or seven of us at the moment, and more people are showing interest. I can see this becoming an issue in the future.

this is why when i started lakeland on the last map i delibertly set up the pathways out and asked everyone to make theyre house's unique and unsual and helped has much as was resonable to that affect
