IHave Some Idea But The Tax Is Objected By The Public. So I Come Up With Insurance Policy. At First You Need To Pay 2 Iron/Gold (For Resident in Skycity) and 5 Iron/Gold (For Others). Everyone got his/her own chest in the locked area. Every week 10 Cobble and 10 Logs Will Be Put Into All The Chest Who Had Signed Up For It .When The Cobble and Log Reached 10 Stacks (64) Means (10 Stacks Of Cobble + 10 Stacks of Logs), Resident Can Choose To Withdraw Or Keep. When You Reach 20 Stacks Of Cobble + 20 Stacks Of Logs, All The Log And Cobble Will Be Ours And You Will Get 1 Iron.
If The Resident In The City Died And Unfortunately In Lava / Cactus / Other And Cant Find Back Their Stuff, They Can Withdraw All The Logs And Cobble.
Please Don't Kill Yourself And Bluf Us. If We Found Out, You'll Be Banned From The City. Thankyou.
I still don't get it. What if 2 people die, how do you work that one out? I don't think you quite understand how insurance policies work, and I really don't mean that in a bad way, Mage.
You need to apply for your things back from a deciding authority i.e. policy supplier/vendor. You would need to pay a premium for the insurance pay out.
You'd need to explain what happened and it would need to comply with the policy for example if it was not your fault you were mining and a wall of lava fell on you. What about 'act of God' or 'act of mob' it just incurs way too many variables.
Or maybe I just like to make things more complicated...
to be honest, i see no point in charging people to live in sky city. its actually obsurd.
Unless you could offer valuable amenities, like passive mob grinder for the community, aggressive mob protection or standard-issue kits in community chests??
Just some suggestions that could make it a little more viable.
With the map size limit, I think there is currently 256000000 blocks of available land in a horizontal plane available for builds. 32768000000 blocks in total.
Since skycity doesn't take much of that space, you need to offer something that people want.
Spleef, arena ect. Something competitive possibly. Or as others suggested, a resource which is rarish but produced easily by Skycity. No, not cactI, not wood. There is more then enough cacti/wood farms.

For example, I want to build an elevated platform 30 blocks upwards, of a grassy platform around 150x150 to server as a funnel for my passive mob grinder that feeds directly into my house. You would not accommodate this, would you?
How about a massive red-stone music machine of around 200x200 magnitude to play the entire note sheet of Super Mario Bros?
Or a 800x800 sculpture of a Tyrannosaurus Rex...??
I say scratch the insurance and tax and if someone wants a larger plot of land or multiple plots of land just make a large one time payment for it like 20 iron or something. For the insurance policy you should probably just have a griefing insurance. For that you could just take screenshots of their homes every payment they make and list it under a file with their name and if they get griefed you would restore the stolen blocks. Chests would not be counted in the griefing insurance because if you use Lockette like you should then nothing can happen. Also you could say that you will not insure things like
Glowstone, Netherack (Bloodstone), Slow Sand, Wool (Of all colors), Clay, Obsidian (Maybe), Brick, Pumpkin, Moss stone (Maybe), Note Blocks (Maybe), Dispenser, Furnace, Jukebox, Ice, Snow (Maybe), Pumpkins, Cake, Redstone mechanisms (anything using redstone/Maybe), Iron objects/Blocks (Rails, Blocks, Doors, etc.), Diamond Blocks, Gold blocks, Ore Blocks, or Lapiz Lazuli Blocks.
Or you could make it so you only insure structures made of Cobblestone, Stone, Dirt, Sand, Sandstone, Gravel, Wood, Logs, Cactus, Water, Lava, Or materials made of these objects.
Thirdly and lastly I would be glad to assist your City in developing. If you could give me a plot of land i could make a public cactus farm and I can supply you with materials that you need to help the city (cobblestone if you still need it).
