I remember studying pixelated circles once, trying to figure out the system. One of the things I found out is that half of the length of any of the 'flat sides' is exactly equal to the square root of the radius of the circle. Rounded up, and including the center block. I haven't found the system for everything in between though...
As a Minecraftian who has seen to constructing a circle with a 3200 block radius (ok, so I didn't do it by hand, sue me), I can say this chart is useful.
