it was designed by a Russian Architect called Alexander Remizov.
It's called the "Ark" and is suppose to be able to carry and support 10,000 people in a self sustainable fashion. It's one of the crazy (yet completely possible!) ideas put forward for people displaced by rising sea levels. -
there are other similar ideas such as the Lilypad by Vincent Callebaut which is designed for housing 50,000 people.

i haven't yet decided on whether to build it on land or water.
Either way it'll need an area of 200x200 being dug down to bedrock, and a further 100 block radius on a slope down as it needs to be big for the curves to come out properly.
i'm just working it up in gimp to see if even that is high enough resolution for it to work. -

ok, i've mocked up an elevation to see if i can get a high enough resolution for all those curves:
it's definitely possible! but at 200x150 by 120 blocks high, and needing an additional 50 blocks all around dug to bedrock, it's gunna be a monster! -

sweet thanks guys! help will definitely be needed. by my calculations, over 1 million blocks would need mining.
water bodies simply dont exist in minecraft at this depth. it will have to be faked (in the best way possible) and will be the last thing added after we've dug almost to bedrock and built the hull.
i plan on mocking this up in Blender and exporting it to a Voxeliser to get an idea for shape. the "hoops" at angles would prove difficult or near a nightmare if i didnt, so watch this space

some others made a good point last night on TS. It may be wise to wait for Mr B's TNT License plugin. clearing that amount of area would be soooooo much easier with blasting

Making large areas of water is simple. All you do is fill up your hole's top layer with dirt, then put water over the dirt. When you remove the dirt the water will fall, filling up the hole. It wouldn't be perfect due to the design of the building so additional steps would be needed but it would fill up most of it.
