Is the "Hunger" feature enabled on the server? - been playing a bit of SP on 1.8 and the Hunger thing is a bit of a pain - especially if you spawn somewhere where no animals seem to be!
On the plus side, you can now get beef stakes as well as leather from cows, but sheep still only give wool (come on Notch - you never heard of Lamb Chops?!?).
