What's the deal with getting a plot outside the market?

I'd like to build a public library, frontage closely based on the NYC Public Library (i.e. the one at the beginning of Ghostbusters), interior more of a freestyle thing, that actually operates as a lending library (players can leave books they have written or borrow books other players have written etc.). I guess new spawn is as good a place as any to build it.

Do I need to get permission from someone to build that? Or can I just pick a spot off the side of the road?
